Moving house in Japan involves more paperwork than many people expect, and the deadlines are real. You file a moving-out notice at your current city office before leaving, receive a certificate, and take it to the new city office to file a moving-in notice within fourteen days of arriving.
That single visit usually also updates your health insurance, your pension record, your residence card address if you are a foreign resident, and your My Number record. Separately you arrange electricity, gas and water, with the gas requiring someone to be home to open the supply, redirect your post for a year through the post office, and update your bank and your employer.
Timing matters financially. The Japanese business and school year starts in April, so late March is the peak moving season and removal quotes can be several times the off-season rate. Moving in a quieter month, or on a weekday, saves a substantial amount.
日本の引っ越しは、多くの人が思うより手続きが多く、期限も本当に決まっています。今住んでいる市区町村で転出届を出し、証明を受け取り、それを新しい市区町村に持って行って、引っ越してから十四日以内に転入届を出します。
この一度の窓口で、健康保険、年金の記録、外国人であれば在留カードの住所、マイナンバーの記録もあわせて更新されるのがふつうです。別に、電気、ガス、水道の手続きが要ります。ガスは開栓に立ち会いが必要です。
郵便は郵便局で一年間の転送を頼み、銀行と勤め先にも届け出ます。時期は費用に直結します。日本の年度と学年が四月に始まるため、三月の下旬が引っ越しの繁忙期で、業者の見積もりは閑散期の何倍にもなりえます。静かな月に、あるいは平日に動かせば、かなりの額が浮きます。

The moving-in notice must be filed within fourteen days of moving. The moving-out notice is filed before you leave, and can often be done by post or online depending on the municipality.
転入届は引っ越してから十四日以内です。転出届は引っ越す前に出しますが、自治体によっては郵送やオンラインでもできます。
QDo foreign residents do the same thing?
外国人住民も同じ手続きをするのですか。
Yes, with the addition that the address on your residence card is updated at the same counter. Failing to report an address change can affect your status, so it is not optional.

It varies enormously with season and distance. A single person moving within a city in a quiet month may pay tens of thousands of yen; the same move in late March can cost several times that.
