If you rent a flat in Japan you will be asked for a guarantor, someone who agrees to cover your rent if you do not pay. Traditionally this was a parent or close relative with a stable income, and the landlord would check their employment. That system assumed everyone had family in Japan with a salaried job, which left out students from abroad, people without close relatives, and older tenants whose children could not qualify.
The market solved it with guarantee companies: you pay an initial fee, often half a month's rent, and an annual renewal of ten thousand yen or so, and the company stands as your guarantor. Most agencies now require this even if you have a personal guarantor available.
For foreign residents the practical points are that the company will want proof of employment or enrollment, that a Japanese-speaking emergency contact is often requested separately from the guarantee, and that some agencies still advertise properties as accepting foreign tenants, which tells you the rest do not always.
日本で部屋を借りると、保証人を求められます。家賃を払わなかったときに代わって負担することに同意する人です。伝統的には、収入の安定した親か近い親族が務め、貸主はその勤め先を確認しました。この仕組みは、誰にでも日本国内に給与所得のある家族がいることを前提にしており、留学生、近い親族のいない人、子どもが条件を満たさない高齢の入居者を取りこぼしました。
市場はこれを保証会社で解きました。初回に家賃の半月分ほどを払い、毎年一万円ほどの更新料を払うと、会社が保証人になります。個人の保証人を立てられる場合でも、これを必須とする仲介業者がほとんどです。在住外国人にとっての要点は三つあります。

Commonly fifty percent to one hundred percent of a month's rent at the start, then an annual fee of around ten thousand yen. It is separate from deposit, key money and agency fee.

Rarely. Landlords want a relative with proven income, and in practice most agencies now insist on a guarantee company regardless of who you can offer.
