In a Japanese company, regular employees are hired to the company rather than to a job, and the company reassigns them. Transfers are announced as orders, commonly in April and October, and can change your department, your role and the city you live in. Refusing is possible in principle but difficult in practice.
日本の会社では、正社員は職務にではなく会社に採用され、会社が配置を決めます。異動は辞令として知らされ、四月と十月が多く、部署も仕事の内容も住む町も変わりえます。断ることは原則としてできますが、実際には難しいのが現実です。

One thing that surprises people about Japanese employment is that a regular employee is not hired for a particular job. You are hired by the company, and the company decides where to put you. Transfers, called jinji ido, are announced as formal orders, most often in April and sometimes in October, and a single notice can change your department, your specialty and the city you live in.
Someone in accounting may be moved to sales; someone in Tokyo may be sent to a branch six hours away with a month's notice. The logic is that rotating staff produces generalists who understand the whole company and can be redeployed as business changes.
The cost is borne by families, which is why the separate word tanshin funin exists for an employee who moves alone and leaves their family behind. This is now being questioned. More companies offer job-specific hiring and area-limited contracts, and younger employees increasingly ask for them.
日本の雇用について人が驚くことの一つは、正社員が特定の職務のために採用されるのではないということです。あなたは会社に採用され、どこに置くかは会社が決めます。人事異動は正式な辞令として知らされ、多くは四月、ときに十月に出され、一枚の通知で部署も専門も住む町も変わりえます。
経理の人が営業に移ることもあり、東京にいた人が一か月の予告で六時間かかる支店に行くこともあります。理屈としては、配置を回すことで会社全体を理解した人が育ち、事業の変化に合わせて配置し直せる、ということです。
その負担は家族が引き受けます。だからこそ、単身で赴任し家族を残す働き方を指す単身赴任という語があるのです。これは今、問い直されています。職務を定めた採用や、勤務地を限る契約を設ける会社が増え、若い社員がそれを求めるようになっています。

QCan an employee refuse a transfer?
異動を断ることはできるのですか。
In principle yes, but a company with a transfer clause in its rules has wide latitude, and courts have generally upheld transfers unless the burden is unusually severe, such as a family care situation. Refusal can affect your standing.
原則としては断れますが、就業規則に転勤の定めがある会社には広い裁量が認められており、裁判所も、介護などで負担が著しく重い場合を除いて、おおむね異動を有効と判断してきました。断ることは社内での立場に影響しえます。

どうして四月なのですか。
The Japanese business and school year begins in April, so new graduates arrive, budgets restart and reassignments take effect together. October is a common midpoint for the second half of the year.
日本の年度は四月に始まるため、新卒が入り、予算が切り替わり、配置替えが同時に効力を持ちます。十月は下半期の区切りとしてよく使われます。

Slowly. Job-based hiring, where the role is defined in the contract, and regional-limited tracks are spreading, especially at large firms competing for mid-career staff. The traditional rotation remains standard in many companies.
少しずつ変わっています。契約で職務を定めるジョブ型の採用や、勤務地を限定する区分が広がっており、中途採用で人を奪い合う大企業でとくに目立ちます。それでも、従来の配置替えが標準の会社は多く残っています。
