Nenko joretsu means that pay and rank go up with length of service. Combined with lifetime employment it formed a coherent bargain: the company invests in training someone with no particular skill, that person stays for decades, and pay rises on a predictable curve that happens to match the rising cost of raising a family.
It suited an economy that was growing steadily and needed generalists who could be moved between departments. It has been under pressure since the 1990s. Firms introduced performance-linked pay, flattened hierarchies, and increasingly hire mid-career, and younger workers change jobs far more readily than their parents did.
But it has not disappeared, partly because it is hard to dismantle one half of a system: if you cannot dismiss people easily and you promise to keep them for life, seniority is a workable way to distribute pay without constant conflict. The most visible remnant is that age still shapes who speaks first in a room.
年功序列とは、給料と職位が勤続年数とともに上がるということです。終身雇用と組み合わさって、一つの筋の通った取り引きを形づくりました。会社は特別な技能を持たない人を育てることに投資し、その人は何十年も残り、給料は予測できる曲線で上がっていきます。その曲線は、家族を育てる費用が増えていく時期とちょうど重なりました。
安定して成長する経済と、部署の間を動かせる何でも屋を必要とする組織には、よく合った仕組みでした。1990年代以降、これは圧力を受け続けています。企業は成果に連動した給与を入れ、階層を減らし、中途採用を増やし、若い世代は親の世代よりはるかに気軽に職を変えます。
それでも消えていません。ひとつには、仕組みの半分だけを解体するのが難しいからです。簡単に解雇できず、生涯雇うと約束しているなら、年功は絶えざる対立なしに給与を配る現実的な方法になります。最も目に見える名残は、部屋の中で誰が先に口を開くかを、今も年齢が決めていることです。

年功序列と終身雇用、企業別労働組合は、戦後日本の雇用の「三種の神器」と呼ばれてきました。この呼び方は1958年のOECDの報告に由来するとされます。年齢とともに上がる賃金曲線は、子どもの教育費や住宅の費用が増える時期と重なるよう設計されていたと説明されます。バブル崩壊後に成果主義の導入が進みましたが、評価の難しさから揺り戻しも起きました。近年はジョブ型への移行を掲げる企業が増えています。
