The Japanese New Year shutdown is more complete than visitors expect. A law on the closing days of administrative organs makes December 29th to January 3rd holidays for government offices, so the last working day is the 28th, called goyo osame, and the first is the 4th, called goyo hajime, or shigoto hajime in companies.
Most private firms follow the same dates, banks close, most clinics close, and many small restaurants and shops shut for a week or more. What stays open is convenience stores, large shopping centers from the 2nd, and the transport network, which runs all night on New Year's Eve for shrine visits.
The final working day has its own customs: desks are cleaned, the office is tidied, and people greet each other with a set phrase thanking them for the year. On the first working day there is often a short gathering and a New Year greeting from the president, and in many offices very little actual work is done.
日本の年末年始の休みは、訪日客が思うよりも徹底しています。行政機関の休日に関する法律により、十二月二十九日から一月三日までが官公庁の休日と定められているため、最後の勤務日は二十八日で御用納めと呼ばれ、最初の勤務日は四日で御用始め、会社では仕事始めと呼ばれます。

Trains and flights are heavily booked around the 29th to 31st and the 2nd to 4th as people travel to and from family homes. Book reserved seats well in advance or travel on New Year's Day itself, which is quieter.
