The company pays moving costs and a housing allowance, and refusing is difficult without a strong reason. Families either move together, with children changing schools, or the employee goes alone. The system was accepted as the price of lifetime employment, and it is now being questioned.

One feature of Japanese corporate life that surprises outsiders is tenkin, the company-ordered transfer. A regular employee at a large firm, especially on the career track, does not apply for a job in a certain city; they belong to the company as a whole, and the company decides where they work.
Every few years, typically in the spring announcements, a person may learn that they are moving from Tokyo to Sapporo or Singapore, starting in a month. The company covers the move and often subsidizes housing. In exchange for this flexibility, workers historically got job security and steady promotion.
The human cost falls on families: a spouse may have to quit their own job, children change schools, and many employees choose to live alone in the new city while the family stays put. Public attitudes have shifted, and some companies now let staff limit or refuse transfers, or offer a choice between a mobile track and a local one. I think tenkin explains a lot about why Japanese workers feel they belong to a company rather than to a job.
日本の会社勤めの特徴の一つで外の人を驚かせるのが転勤、会社命令による異動です。大企業の正社員、特に総合職は、ある都市の職に応募するのではなく会社全体に所属し、どこで働くかは会社が決めます。数年ごと、典型的には春の人事発表で、来月から東京から札幌へ、あるいはシンガポールへ移ると知らされることがあります。
会社は引っ越しの費用を負担し、住宅の補助を出すことも多いです。この柔軟さと引き換えに、働く側は歴史的に雇用の安定と着実な昇進を得てきました。人間的な負担は家族にかかります。配偶者が自分の仕事を辞めなければならず、子どもは転校し、多くの社員は家族を残して新しい都市で一人暮らしを選びます。
世の中の意識は変わり、社員が転勤を制限したり断ったりできる会社や、転勤ありのコースと地域限定のコースを選ばせる会社も出てきました。日本の働く人が「仕事」ではなく「会社」に所属していると感じる理由の多くを、転勤が説明していると私は思います。

転勤は断れるのですか。
Legally, if your contract allows transfers, refusing can be grounds for dismissal, and courts have generally sided with companies unless the transfer was in bad faith or caused unusual hardship. In practice, people negotiate, citing care for elderly parents or a child's needs, and companies increasingly listen. Some firms now ask employees in advance whether they are willing to move.
法律上は、契約で転勤が予定されていれば拒否は解雇の理由になりえ、裁判所は転勤が不当な目的や特別な不利益を伴う場合を除いて概ね会社側を支持してきました。実際には、親の介護や子どもの事情を挙げて交渉し、会社も聞く姿勢を強めています。事前に転勤の可否を社員に確認する会社も出てきました。

To train generalists who know the whole company, to fill posts in regional branches that nobody would choose, to prevent fraud by not leaving anyone in one job too long, and to run a nationwide organization from the center. Whether these reasons still justify the cost is exactly what is being debated.
会社全体を知る総合職を育てるため、誰も選ばない地方の拠点の穴を埋めるため、一つの職に長く置かないことで不正を防ぐため、そして全国組織を本社から動かすためです。こうした理由が今も負担に見合うのかが、まさに議論されている点です。

転勤族とは何ですか。
Literally the transfer tribe: families who move every few years and never settle. Their children attend several schools, and the spouse builds no career. Some enjoy the variety, but the term usually carries sympathy.
文字どおり「転勤族」で、数年ごとに引っ越し、どこにも定住しない家族のことです。子どもは何校も転校し、配偶者は経歴を築けません。変化を楽しむ人もいますが、この言葉にはたいてい同情がこもっています。
