Under shukko, an employee stays employed by their original company but works, often for years, at a subsidiary, a supplier, a government body or a partner. The original firm may top up the salary. It is used to train future managers, to send expertise to a group company, and, less happily, to move surplus or older staff out of headquarters without firing them. Sometimes the transfer becomes permanent.

Shukko is one of those Japanese employment practices that has no clean English equivalent. A company keeps an employee on its payroll but assigns them to work at another organization, usually a subsidiary, a supplier or customer, an industry association or a government office, for a period that can stretch from one year to many.
The employee's rank and pension continue with the original company, and if the host pays less, the original employer often makes up the difference. Shukko serves several purposes at once. For a promising young manager it is a chance to run something bigger at a smaller company. For a group of companies it is a way to circulate know-how.
And for a firm with too many senior staff, it is a way to move people out of headquarters while keeping the promise of lifetime employment, since nobody is actually dismissed. The word carries both meanings, which is why a shukko announcement can be congratulated or quietly pitied. I think it shows how much Japanese firms will do to avoid the word layoff.
出向は、英語にきれいに対応する言葉のない日本の雇用慣行の一つです。会社は社員を自社の給与台帳に残したまま、別の組織で働くよう命じます。ふつうは子会社、取引先や顧客、業界団体、官庁などで、期間は一年から長ければ何年にも及びます。
社員の職位と年金は元の会社で続き、出向先の給料が低ければ元の会社が差額を補うことが多いです。出向はいくつもの目的を同時に果たします。有望な若い管理職にとっては、小さな会社でより大きな仕事を任される機会です。企業グループにとっては知識を回す手段です。
そして年配の社員が多すぎる会社にとっては、誰も解雇せずに終身雇用の約束を守りながら本社から人を出す手段です。この言葉は両方の意味を持つので、出向の発表は祝われることも、静かに同情されることもあります。「解雇」という言葉を避けるために日本の会社がどれほどのことをするかを示していると私は思います。

出向は栄転ですか、左遷ですか。
It can be either, and people read the details. A thirty-five-year-old sent to head a subsidiary's department is on the way up. A fifty-five-year-old sent to a small affiliate with no return date is being eased out. The same word covers both, so colleagues judge by age, destination and whether a return is planned.
どちらにもなり、人は細部を読みます。子会社の部門長として送られる35歳は出世の途中です。戻る日の決まっていない小さな関連会社へ送られる55歳は、静かに外されつつあります。同じ言葉が両方を覆うので、同僚は年齢、行き先、戻る予定があるかで判断します。

出向と転籍はどう違うのですか。
In shukko you remain an employee of the original company and are expected to come back. In tenseki your employment moves permanently to the new company, which requires your consent. Many shukko assignments for older employees end in tenseki, which is where the sense of being pushed out comes from.
出向では元の会社の社員のままで、戻ることが前提です。転籍では雇用そのものが新しい会社に恒久的に移り、本人の同意が必要です。年配の社員の出向は転籍で終わることが多く、そこから「外された」という感覚が生まれます。

出向を断ることはできますか。
If the employment rules provide for it, a shukko order is generally binding, like a transfer, unless it is abusive. Tenseki, the permanent move, cannot be imposed without consent. In practice, people negotiate on conditions such as pay, duration and the return plan.
就業規則に定めがあれば、出向命令は転勤と同じく権利の濫用でない限り原則として従う義務があります。恒久的な移動である転籍は同意なしには課せません。実際には、給与、期間、戻る計画などの条件について交渉が行われます。
