Taishoku daiko, resignation by proxy, is a service that would puzzle people in many countries: you pay an agency, typically twenty to fifty thousand yen, and they telephone your employer to say that you are resigning and will not be coming in. Demand rose sharply in recent years, with agencies reporting peaks in the weeks after new graduates start in April.
The reason is not simply avoidance. Japanese resignation has traditionally involved a face-to-face conversation with a superior who may push back, several times, and stories of employees being told they cannot leave, or made to train a replacement first, are common enough to sustain a whole industry.
The legal position is worth knowing: an employee on an open-ended contract can resign with two weeks' notice under the civil code, and no employer can refuse. A non-lawyer agency may only convey the intention, not negotiate over payment or leave, and using a lawyer or a union service is the safer route where anything is disputed.

Yes, but the scope differs. Anyone can pass on a message; only a lawyer, or a union acting for its member, can negotiate terms such as unpaid wages or unused leave. Agencies must state which they are.

No. For an open-ended contract the civil code allows resignation with two weeks' notice, regardless of what company rules say about a month. Refusal has no legal effect, though it can be unpleasant.

Most people do. The service exists for cases where the conversation is met with pressure, threats or repeated refusal, or where the person is too exhausted to face it, which is often a sign of the workplace rather than the person.
