Burakku kigyo is a Japanese coinage, and the word black here refers to illegality, not to race; the English pairing is unfortunate but the sense is closer to a black market than anything else.
It describes an employer that systematically overworks staff: unpaid overtime recorded as zero, harassment used to push people to resign, quotas that cannot be met within legal hours. The term spread widely around 2013 and did real work, because naming the pattern made it discussable. Legislation followed.
Since 2019 for large firms and 2020 for smaller ones, overtime has had a statutory ceiling of forty-five hours a month and three hundred and sixty a year as the principle, with penalties for breaching it, and the labor ministry publishes a list of companies found in serious violation. Conditions have improved on paper. Whether they have improved in practice varies enormously by industry, and the word is still in daily use.
