A manga kissa is a cafe where you pay by the hour, typically a few hundred yen, and get access to walls of comic volumes, often tens of thousands of them. Most have private booths with a door or a curtain, a reclining chair or a flat mat, a computer, and free soft drinks from a machine.
Many also have showers, blankets and a laundry service. That combination makes them something more than a cafe: a person who has missed the last train can stay overnight for far less than a hotel, and packages are sold by the six or eight hour block for exactly that purpose. This convenience has a serious side.
People without stable housing have used these places as long-term accommodation, and the phrase for internet cafe refugees entered public discussion in Japan some years ago, prompting surveys by local government. For a visitor they are cheap, clean and easy to use, and a genuine emergency option.

The shelves are almost entirely Japanese, so the reading itself is limited. The booths, drinks, showers and quiet are still useful, and some chains stock a small English section in tourist areas.
棚はほぼ日本語なので、読むこと自体は限られます。それでも個室、飲み物、シャワー、静けさは役に立ちますし、観光地の店舗には英語の本を少し置いているところもあります。
