Kobe has an unusual shape that explains a lot about it. A mountain range comes almost down to the sea, so the city is a long strip only a few kilometers deep, and from most streets you can see the hills on one side and the harbor on the other.
It was one of the ports opened to foreign trade in 1868, and unlike Yokohama it kept a good deal of its foreign quarter — a hillside of Western-style houses that people visit today. Foreign trade also left the food: Kobe is where a lot of Japan's bread, coffee and Western confectionery culture took hold, and Kobe beef is the name most people abroad know.
The part that matters most locally, though, is 1995. On the morning of January 17 an earthquake struck directly under the city, killing more than 6,400 people, collapsing an elevated expressway and burning out whole districts. The city was rebuilt, and the date is marked every year. If you visit the memorial by the harbor, one section of the damaged quay was deliberately left as it fell.
神戸は形が変わっていて、その形がこの町の多くを説明します。山並みが海のすぐそばまで迫るので、町は奥行き数キロの細長い帯になっています。たいていの通りから、片側に山、反対側に港が見えます。1868年に外国貿易に開かれた港の一つで、横浜と違って異人館の一帯がよく残りました。

Beef from a specific bloodline of Tajima cattle raised in Hyogo prefecture, certified under strict grading rules. A lot of what is sold abroad as Kobe beef is not certified.

Almost nowhere, by design. The exception is a preserved section of the damaged quay at the harbor memorial park, kept as it was on the day.

Half an hour apart and quite different in feel. Kobe is smaller, hillier, quieter, and its history is maritime and international rather than mercantile and inland.
