Japan is an archipelago sitting on the boundary of several tectonic plates, and almost everything else about the country follows from that. Government figures put Japan at a quarter of one percent of the world's land area, yet around twenty percent of the world's earthquakes of magnitude six or greater occur in and around it, and roughly seven percent of the world's active volcanoes are here.
The same geology gives Japan its hot springs and its mountains. What visitors notice is how normal this is treated as being. Buildings are designed to sway, phones sound a national alert seconds before shaking arrives, schools run evacuation drills every year, and most households keep some water and food set aside.
A small tremor in a restaurant will make people look up and then carry on eating. That calm is not indifference. It is what a country learns after a long series of very bad days.

Stay where you are, get under a sturdy table if there is one, and protect your head. Do not run outside during the shaking, because falling glass and tiles are a common cause of injury. Afterwards follow staff instructions, since hotels and stations have set procedures.
その場にとどまり、丈夫な机があればその下に入り、頭を守ってください。揺れている間に外へ走り出すのは避けます。落ちてくるガラスや瓦が怪我の大きな原因だからです。揺れが収まったら係員の指示に従ってください。ホテルや駅には決められた手順があります。

It is the national early warning system. Sensors near the epicenter detect the first, faster wave and send an alert before the stronger shaking arrives, which can give a few seconds to a few tens of seconds. It sounds on every phone in the area, whatever the language setting.
全国の緊急地震速報です。震源に近い観測点が最初の速い波をとらえ、強い揺れが届く前に警報を出すもので、数秒から数十秒の余裕が生まれます。言語の設定にかかわらず、その地域のすべての携帯電話で鳴ります。

日本の地震の強さは、震源のエネルギーを表すマグニチュードと、その場所の揺れの強さを表す「震度」の二つで伝えられます。震度は0から7までで、5と6はそれぞれ強と弱に分かれるため、実際には10段階です。震度は日本と一部の地域で使われる独自の尺度で、海外の報道がマグニチュードだけを伝えるのに対し、日本の報道はまず震度を言います。避難場所と避難所は別の意味で、前者は一時的に身を寄せる広場、後者は泊まれる施設を指します。
