It was an old post town on the Nakasendo road that declined, then was taken up from the 1880s by foreign missionaries and later by wealthy Japanese as a summer retreat, which set the pattern for the Japanese idea of a highland resort. Today it is villas, larch woods, cycling, an outlet mall and a shinkansen station.

Karuizawa is worth explaining because it invented a category. The town sits at about a thousand meters at the foot of Mount Asama, an active volcano, in Nagano prefecture, and in August it is several degrees cooler than Tokyo with a distinctly different air.
It had been a post town on one of the Edo highways and had fallen on hard times when foreign missionaries, a Canadian named Alexander Croft Shaw among them, began spending summers there in the 1880s and building simple wooden cottages. Wealthy Japanese followed, then writers and academics, and the mixture produced the Japanese model of the highland summer resort: a villa in a larch wood, bicycles, a church, tennis, and a main street of small shops selling jam and bread.
Much of that is still there, alongside things that are not old at all, including a very large outlet mall by the station. The shinkansen reached it in 1997 and made it an hour from Tokyo, which turned some villas into weekend and even commuting homes. Winter is cold and quiet, and there is skating and skiing.

その多くはいまも残っていますし、古くないものもあります。駅のそばの大きなアウトレットなどです。1997年に新幹線が通って東京から一時間になり、別荘の一部は週末の家、通勤の家にもなりました。冬は寒く静かで、スケートやスキーができます。

Altitude, mainly. At around a thousand meters the average August temperature is several degrees below Tokyo's, and the humidity feels lower, though it rains a good deal.
主に標高です。千メートルほどの高さでは八月の平均気温が東京より数度低く、湿り気も低く感じます。ただ、雨はよく降ります。
QIs it expensive?
お金がかかりますか。
Accommodation in August is, and villa land is among the most expensive outside big cities. A day trip using the shinkansen and a rental bicycle is not expensive at all.
八月の宿は高く、別荘地の地価は都市以外では高いほうです。新幹線で日帰りし、自転車を借りて回るだけなら、高くはありません。
QWhat is there to do?
何ができますか。
Cycling the old town street, walking to the Shiraito falls, the shrine and churches, the museums, the outlet mall, and in winter skating. It is a place for low-key days rather than sights.

軽井沢は中山道の宿場町として栄えたが、明治に入って鉄道が通ると衰えた。1886年（明治19年）にカナダ人宣教師アレクサンダー・クロフト・ショーが訪れ、翌年に別荘を建てたことが避暑地としての始まりとされる。1997年（平成9年）の北陸新幹線（当時の長野新幹線）開業で東京から一時間ほどになった。1998年の長野冬季五輪ではカーリングの会場となり、1964年の東京五輪では馬術が行われている。
