The World Economic Forum's gender gap index placed Japan 118th of 148 countries in 2025, last among the G7. The score is not low across the board: in education and health Japan is close to full equality. What drags it down is political representation, where few women are in parliament or cabinet, and the economy, where few women are managers and the pay gap is wide.

If someone asks why Japan ranks low on gender equality, it helps to unpack the number. The index covers four areas, and in education and health Japan is close to full equality: almost all girls finish high school, many go on to university, and women's life expectancy is among the longest in the world.
The 118th place comes almost entirely from two areas. In politics, the share of women in parliament and cabinet is low by developed-country standards. In the economy, women work in large numbers but few reach management, and the pay gap is one of the widest in the OECD.
Reasons often given include long working hours and the fact that most childcare and elder care still falls to women. Things are changing: paternity leave has risen, and large companies must now disclose their pay gap. Views differ on what to do next. Some favor quotas and firm targets, while others prefer gradual change led by companies and families.

If education is equal, why does the gap appear later?
The gap opens at hiring and promotion, not at school. Careers built on long hours, transfers and unbroken service reward whoever has no caring duties at home, and that is still mostly men.
Are things changing?
In some measures yes. Employment among women in their thirties has recovered sharply, paternity leave take-up has risen from almost nothing, and large firms must now publish their gender pay gap. In politics, Japan had its first female prime minister in 2025, though the share of women in parliament is still low.

Views differ. Before industrialization many women worked on farms and in family businesses, and the full-time housewife became common mainly after the war, so many researchers see today's pattern as shaped by recent economic and policy choices. Others see traditional ideas about family roles as part of the picture.
MYTHJapan scores badly because Japanese women are expected to stay home.
FACTMost Japanese women work, and employment in the thirties has largely recovered. The gap is in who gets promoted and who sits in parliament, not in whether women have jobs.
