If someone asks why Japan ranks so low on gender equality, the honest answer starts by unpacking the number. The index covers four areas, and Japan is near the top of the world in education and health: girls go to university at high rates and life expectancy is the longest anywhere.
The 118th place comes almost entirely from two areas. In politics, the share of women in parliament and cabinet is among the lowest in the developed world. In the economy, women work in large numbers but few reach management, and the pay gap is one of the widest in the OECD.
The reasons usually given are long working hours built around someone at home, careers that punish any break, and the fact that most childcare and elder care still falls to women. Things are changing, slowly: paternity leave has risen, and companies now have to disclose their pay gap. I would not claim the problem is solved, and I would not accept that it is cultural and therefore permanent.

The gap opens at hiring and promotion, not at school. Careers built on long hours, transfers and unbroken service reward whoever has no caring duties at home, and that is still mostly men.

QIs this just Japanese culture?
Careful with that framing. Japan had a high female workforce share before industrialisation, and the full-time housewife model was strongest for a few postwar decades. Calling it timeless culture hides how recent and how policy-made it is.
