The New Year sale, hatsuuri, is the retail counterpart of the holiday. Department stores and shopping centers open on January 1st or 2nd, and the draw is the fukubukuro, the lucky bag: a sealed bag at a fixed price, commonly five or ten thousand yen, holding goods worth noticeably more.
You do not know what is inside, which is the point. Clothing shops pack a season's items; coffee chains pack beans and a mug; some famous bags contain things like a trip or a car and exist mainly for publicity. People queue from early morning, and popular bags sell out within minutes of opening.
Two changes are worth noting. Many retailers now publish the contents in advance, because customers complained about unwanted items, and online sales from late December have reduced the queues. The custom itself is over a century old, and department stores are generally credited with starting it.
初売りは、正月の商いの側の顔です。百貨店や商業施設は一月一日か二日に開き、目玉は福袋です。決まった値段の封をした袋で、五千円や一万円が多く、中身はそれよりはっきり高い品が入っています。何が入っているかは分からず、そこが肝心なところです。

Usually yes in total value, but the fit depends on whether you want what is inside. Bags with published contents remove that risk, and clothing bags in particular can include sizes that do not suit you.
