A beer garden in Japan is not a permanent establishment the way it is in Germany. It is a summer installation: from about June to early September, department stores, hotels and office buildings open their roofs, put out folding tables and plastic chairs, hang lights and sell beer.
The standard arrangement is a fixed-price plan, so much per person for ninety minutes or two hours of all you can drink, often with a buffet or a set of grilled dishes, and you are politely told when the time is nearly up. The appeal is specific to the climate. Japanese summer evenings are hot and humid, apartments are small, and a rooftop several floors up catches whatever wind there is, so a beer garden is where a group can sit outside without anyone hosting.
Offices book them for the summer gathering the way they book an izakaya in winter. They are not elegant — the furniture is cheap and the roof is a car park the rest of the year — and that is part of why people like them. Rain closes them, so check before setting out.
