Yokozuna is the top rank in professional sumo. Unlike every other rank it is permanent: a yokozuna who keeps losing is not demoted but is expected to retire. Promotion is decided by the association on the recommendation of an advisory committee, and the usual benchmark is two consecutive tournament wins or equivalent results, though this is a guideline rather than a written rule.

Yokozuna is the highest rank in professional sumo, and it works differently from every rank below it. Ordinary wrestlers move up and down the rankings after each of the six tournaments a year according to how many bouts they won. A yokozuna cannot fall.
The rank is held for life, but the expectation attached to it is severe: a yokozuna who cannot produce results is not demoted, he is expected to announce his retirement, and there is an advisory committee that can issue a formal warning. Promotion to the rank is not automatic either.
The usual benchmark is winning two tournaments in a row, or results judged equivalent, but this is custom rather than a written rule, and the committee also weighs conduct, because a yokozuna is treated as representing the sport itself. The rope worn in the ring-entering ceremony is a Shinto object and is where the name comes from.

He is not demoted, because the rank does not allow it. In practice pressure builds: the advisory committee can issue a caution or a formal recommendation to retire, and most wrestlers retire themselves before it reaches that point.
位の性質上、降格はありません。実際には圧力が高まります。諮問の委員会は注意や、引退を勧告する決議を出すことができ、多くの力士はそこに至る前に自ら引退します。

Yes, and several have, from Hawaii and from Mongolia. What is required is Japanese citizenship only for staying in the association as an elder after retirement, which is a separate question from reaching the rank.
なれますし、ハワイやモンゴル出身の横綱が何人もいます。日本国籍が要るのは、引退後に親方として協会に残る場合で、位に就くこととは別の問題です。
