Mountain Day, on August 11th, is the newest public holiday in Japan. It was passed in 2014 and took effect in 2016, bringing the total to sixteen. What makes it unusual is that it commemorates nothing. Most Japanese holidays sit on a date for a reason: an emperor's birthday, a constitutional milestone, an imperial harvest rite. This one has no event behind it.
The law simply says it is a day to become familiar with mountains and to give thanks for their blessings, which is about as open as a holiday definition gets. The campaign for it came from mountaineering and forestry groups, and June was considered before August was chosen, partly because placing it just before the Obon period gives many workers a longer run of days off.
That practical reasoning was discussed openly. Japan is around seventy percent mountainous, so there is a case for the holiday. But if a visitor asks what people do on Mountain Day, the honest answer is that most people do not go anywhere near a mountain.
8月11日の山の日は、日本でいちばん新しい祝日です。2014年に成立し、2016年から施行されて、祝日は16日になりました。変わっているのは、何も記念していない点です。日本の祝日はたいてい日付に理由があります。天皇の誕生日、憲法の節目、宮中の収穫の儀式。

どうして8月11日なのですか。
There is no historical reason. August was preferred over June partly because it connects with the Obon period, and the 11th was settled on after other dates in August were considered. Some point to the shape of the numeral 11 resembling two trees, which is a story rather than an official explanation.
歴史的な理由はありません。6月より8月が選ばれたのは、お盆につながることも理由のひとつで、8月の他の日を検討したうえで11日になりました。11という数字が木に見える、という話もありますが、公式な説明ではありません。

山に登るのに良い日なのですか。
It is one of the busiest. Popular trails and mountain huts fill up, and it coincides with the hottest part of the year. If you want to climb in Japan, almost any other day in the season is easier.
もっとも混む日のひとつです。人気の登山道も山小屋もいっぱいになりますし、一年でいちばん暑い時期と重なります。日本で山に登るなら、季節の中の他の日のほうがずっと楽です。

There is a national ceremony that moves to a different prefecture each year, and local events vary. Nagano and other mountain prefectures had their own mountain days before the national one existed.
全国大会は毎年ちがう県で開かれ、地域の行事もさまざまです。長野など山の多い県には、国の祝日になる前から独自の山の日がありました。

山の日は2014年に祝日法の改正で加えられ、2016年1月1日から施行された。法の文言は「山に親しむ機会を得て、山の恩恵に感謝する」。制定を求めたのは日本山岳会などの団体で、当初は6月も候補にあがったが、学校や企業の事情、お盆の時期とつながることによる経済効果などから8月となった。日付は8月12日案もあったが、1985年の日本航空123便の墜落事故の日にあたるため避けられたと説明される。これにより国民の祝日は16日になった。なお8月にはこの日以外に祝日がなかった。
