The onsen mark is one of the few symbols a visitor to Japan learns within a day: a shallow bowl with three curls of steam. It is older than most people assume. The earliest known example is on a map attached to a document from 1661, in which the shogunate settled a boundary dispute between two villages, and the map marks a hot spring in what is now Gunma with two of these symbols.
There is a stone monument at that hot spring claiming the origin. The mark had a strange moment in 2017. Before the Tokyo Olympics, the government reviewed public symbols for international visitors, and surveys suggested some foreigners read the steam as a bowl of hot food.
A proposal to switch to the international version, which shows people sitting in the water, met firm opposition from hot spring towns. The outcome was a compromise: both designs are permitted, and operators choose. In practice almost everyone kept the old one.
温泉マークは、日本に来た人が一日で覚える数少ない記号の一つです。浅い器から湯気が三本。多くの人が思うより古いものです。知られているいちばん古い例は1661年の文書に添えられた絵図で、幕府が二つの村の境の争いを裁いたもの。いまの群馬にあたる温泉に、この記号が二つ描かれています。
その温泉には発祥を示す石碑が立っています。この記号には2017年に妙な一幕がありました。東京オリンピックを前に、政府は外国から来る人のために案内用の記号を見直し、調査では、湯気を熱い料理と読む外国人がいるという結果が出ました。
人が湯に浸かっている国際規格の図案に切り替える案が出ると、温泉地から強い反対がありました。決着は折衷で、どちらの図案も認められ、事業者が選ぶことになりました。実際には、ほとんどが元のままにしています。

Surveys before the Olympics found some foreign visitors read the three curls as steam rising from hot food rather than water. The international symbol shows people in a bath, which is less ambiguous.
オリンピックの前の調査で、三本の湯気を湯ではなく熱い料理の湯気と読む外国人がいると分かったためです。国際規格の図案は人が湯に入っている形で、誤解が少なくなります。

Both versions were approved, and operators may use either. Hot spring towns argued the old mark is part of their identity, and almost all of them kept it.
どちらも認められ、事業者がどちらを使ってもよいことになりました。温泉地はこの記号が自分たちの看板だと主張し、ほとんどが元のままにしています。
QDoes the mark guarantee it's a real hot spring?
この記号があれば本物の温泉なのですか。
No. The symbol is just a sign. What the law regulates is the word onsen itself, and facilities must post a notice stating the source, temperature and whether water is added, heated or recirculated.
違います。記号は案内にすぎません。法律が定めているのは「温泉」という語のほうで、施設は源泉、温度、加水・加温・循環の有無を掲示しなければなりません。

現存する最古の温泉記号は、万治4年（1661年）に江戸幕府が上野国の村同士の境界争いを裁いた文書に添えられた絵図にあり、いまの群馬県安中市の磯部温泉を示す二つの記号が描かれている。この絵図は1970年ごろに公民館の蔵で見つかり、1981年に地元紙が報じた。同年、磯部に「日本最古の温泉記号」の碑が建てられた。平成29年（2017年）、経済産業省は案内用図記号のJISを改正し、従来の温泉マークと、人が湯に浸かる国際規格の図案の併用を認めた。
