The Japanese lottery is worth explaining for how it is built. Gambling is broadly prohibited under the criminal code, and the exceptions are specific: horse, bicycle and boat racing, football pools, and the lottery, each created by its own law.
The lottery is issued not by a company but by prefectures and large cities, which sell it through a bank, and roughly forty percent of the money taken goes to those local governments for public works, with under half returned as prizes. That structure explains the fact visitors find surprising: winnings are completely free of income tax, because the public share has already been deducted before the draw.
So a winner takes the full advertised amount, and the practical problems are the ones the bank warns about: what to tell your family, and the gift tax on money you hand to someone else. The biggest draw is the year-end jumbo in late December, and people queue for hours at counters with a reputation for having sold winning tickets, which is superstition and is understood as such. The odds on the top prize are in the tens of millions to one.
