Pachinko is worth explaining carefully, because the interesting part is legal rather than mechanical. The game itself is simple: a vertical machine, hundreds of small steel balls, and you control only the force with which they are launched.
Balls that fall into the right places trigger a slot-style sequence and pay out more balls. Now the legal question. Gambling for money is prohibited in Japan outside a short list of state-run exceptions like horse racing. Pachinko sits outside that list, and it works through a three-shop arrangement.
You exchange your balls for a token prize, you carry that prize to a small separate window nearby, and that window buys it for cash. Legally these are three unconnected transactions. Everyone, including the police, knows what is happening. The industry peaked in the 1990s and has shrunk dramatically since, with the number of parlors falling by more than half.
