Because the landlord replaces the cylinder so that previous tenants cannot hold a working key. The cost is passed to the incoming tenant as part of initial fees, and it is usually negotiable only in a slow market.

Contact the management company, not a locksmith directly, since the lock belongs to the landlord. Expect to pay for a replacement cylinder, and report it to the police if theft is possible.
鍵屋に直接ではなく、管理会社に連絡してください。錠は貸主のものだからです。シリンダーの交換費用がかかると考えておき、盗難のおそれがあれば警察にも届け出ます。
