February 11th is National Foundation Day. The date comes from Kigensetsu, a prewar holiday marking the day an ancient chronicle gives for the enthronement of the first emperor, Jimmu. That holiday was abolished after the war. It returned in 1966 under a new name containing one extra particle, so that it commemorates the fact of the founding rather than asserting a date.

February 11th is National Foundation Day, and the name itself is the interesting part. In Japanese it is Kenkoku Kinen no Hi, not Kenkoku Kinenbi. Those differ by one particle, and the difference is deliberate. Before the war, February 11th was Kigensetsu, a holiday marking the date an eighth-century chronicle gives for the enthronement of the first emperor, Jimmu.

That date is mythological, not historical, and the holiday was abolished in 1948. Through the 1950s and 60s there were repeated attempts to bring it back, and repeated objections, because a state holiday celebrating a mythological founding date was exactly what many people wanted to leave behind.

The compromise reached in 1966 was linguistic: inserting no turns the meaning from the day Japan was founded into a day for commemorating the founding, without asserting that this is when it happened. The holiday took effect in 1967, and the date is set by cabinet order rather than written into the law. Opinion about it remains divided in Japan, which is worth saying if someone asks.

QSo is this Japan's independence day?

No. Japan has no independence day, because there is no moment of independence from another country to mark. This holiday points at a mythological founding, and Japanese people do not treat it the way Americans treat the Fourth of July.

QWhat do people do on that day?

For most people, nothing. It is a February day off. There are ceremonies and gatherings held by various groups, and there are also counter-events, which is itself a sign of how the day is regarded.

QIs the first emperor considered a real person?

Historians treat Jimmu as a legendary figure. The chronicles that describe him were compiled centuries after the events they narrate, and there is no independent evidence. This is a normal thing to say in Japan and is taught as such.
