Japan has around nine million empty houses. The 2023 national housing and land survey put the figure at about nine million, or 13.8 percent of all dwellings, up from 8.49 million five years earlier and the highest ever recorded. The cause is straightforward.
The population is falling and concentrating in a few cities, so a house in a country town is inherited by a son or daughter who lives in Tokyo, cannot sell it, and does not want to pay to knock it down. Demolition costs a great deal, and for a long time the property tax on land was reduced if a building stood on it, which quietly rewarded leaving the house up.
Municipalities now run banks of empty houses for sale, and these are where the stories abroad about buying a Japanese house for the price of a car come from. Those stories are true and incomplete. The house is usually far from work, often needs structural repair, and comes with obligations to the neighborhood, and Japanese buyers have looked at the same listings and passed.

Yes. Japan places no nationality restriction on buying land or a house, and residence is not required. Financing is the harder part, since a mortgage generally needs residency and income in Japan.

QWhy not just demolish them?

Cost, mainly, plus the tax treatment of land with a building on it. A law on problem properties now lets municipalities remove the tax break and eventually act on dangerous houses, which has begun to change the calculation.
主に費用の問題で、建物のある土地の税の扱いも関係します。管理の行き届かない物件については、自治体が税の軽減を外し、危険な家には最終的に手を打てるようにする法律が整えられ、計算は変わり始めています。
QIs it a bargain or a trap?

It depends entirely on what you want it for. As a holiday house in a place you love, it can work. As an investment, be careful: rural property in a shrinking country is not reliably an appreciating asset.
