They are light, see-through so you can watch for other umbrellas on a crowded street, and so cheap that nobody guards them. As a result they are forgotten on trains, mixed up in umbrella stands and quietly borrowed. Japanese people own several and have lost many more.

Japan gets a lot of rain, and its answer is the clear vinyl umbrella. It is a simple thing, a transparent plastic canopy on a thin steel frame, and it is everywhere: sold at convenience stores and station kiosks the minute the sky darkens, standing in racks outside every shop, and left behind on trains by the thousand.
Its transparency is practical on a crowded sidewalk, because you can see the umbrella coming toward you and tilt yours out of the way, a small dance that Tokyo pedestrians perform without thinking. Its low price is the problem and the point.
People buy one on impulse, forget it at a restaurant, and buy another, so a household ends up with a tangle of identical umbrellas by the door, and taking the wrong one from a public stand is so common that it barely counts as theft. Cities and railways collect enormous numbers of lost umbrellas. I find the vinyl umbrella oddly beautiful in the rain, but I also think it is a lesson in how cheap things get wasted.
日本は雨が多く、その答えがビニール傘です。細い鉄の骨に透明なプラスチックの布を張っただけの単純なものですが、どこにでもあります。空が暗くなった途端にコンビニや駅の売店で売られ、どの店の前にも傘立てに並び、電車には何千本と置き忘れられます。
透明なのは混んだ歩道で役に立ち、向かってくる傘が見えるので自分の傘を傾けてよけられます。東京の歩行者は無意識にこの小さな踊りをしています。安さは問題であり、同時に肝心な点でもあります。
人はとっさに一本買い、飲食店に忘れ、また買うので、家の玄関には同じ傘が絡まって溜まり、公共の傘立てから別の一本を持っていくことはあまりにありふれていて、盗みとほとんど見なされません。自治体や鉄道会社は膨大な数の忘れ物の傘を集めています。雨の中のビニール傘は妙に美しいと私は思いますが、安いものがどう無駄にされるかの教訓でもあると思います。

QIs it really OK to leave my umbrella in the stand outside a shop?
店の外の傘立てに置いたままで、本当に大丈夫ですか。
It is what everyone does, and most shops prefer it to dripping on the floor. Just accept that a vinyl umbrella might be gone when you come out. For an umbrella you care about, use the lockable stands some shops have, or the plastic sleeve dispensers at the entrance and carry it inside.
みんながそうしていて、店も床を濡らされるよりそれを望みます。ただ、ビニール傘は出てきたときに無くなっているかもしれないと割り切ってください。大事な傘なら、店によってはある鍵付きの傘立てを使うか、入口の傘袋の機械で袋に入れて中へ持ち込みます。
QWhy are the umbrellas transparent?
どうして傘が透明なのですか。
Visibility, mostly. On a narrow, crowded sidewalk you can see through your own umbrella and through the ones coming toward you, which avoids collisions. Clear vinyl is also the cheapest material to make an umbrella from. Colored and patterned versions exist but are less common.
主に見やすさのためです。狭く混んだ歩道で自分の傘越しに、また向かってくる傘越しに前が見えるので、ぶつからずに済みます。透明なビニールは傘を作る最も安い素材でもあります。色つきや柄入りもありますが、少数派です。

You can ask at the station's lost-and-found, and it may well be there, because Japanese railways keep lost items for a period. Most people do not bother for a vinyl umbrella and just buy another, which is exactly why so many pile up.
駅の忘れ物窓口で聞けます。日本の鉄道は忘れ物を一定期間保管するので、そこにあるかもしれません。ただ多くの人はビニール傘のためにそこまでせず、また買います。だからこそ大量に溜まるのです。
