Public bins are rare in Japan, and the streets are still clean. People put wrappers and empty bottles in a bag and take them home to sort. Where bins do exist, they are next to vending machines, in convenience stores and inside stations, and they are for what you bought there rather than for everything you are carrying.

One of the first puzzles for a visitor to Japan is that there are no bins on the street and no litter either. The two facts are connected. Public bins were removed from many stations and streets in the mid 1990s for security reasons after an attack on the subway, and they never came back in large numbers.
What replaced them is a habit: you carry what you generate. People keep a small plastic bag in their bag for exactly this, and they take it home where household rubbish is sorted into categories anyway. Where bins do exist, they follow a logic worth knowing. A vending machine has a bin beside it for the bottles and cans it sells.
A convenience store has bins by the door for things bought there. A station has them past the ticket gates. Using them for a bag of rubbish from elsewhere is frowned on, and shops have put up signs asking people not to. The practical advice is simply to travel with a bag. Once you do, the whole system makes sense and stops being inconvenient.
日本に来た方がまず不思議に思うことの一つが、街にごみ箱が無いのに、ごみも落ちていないことです。この二つはつながっています。1990年代の半ば、地下鉄で事件が起きたあと、多くの駅や街からごみ箱が防犯上の理由で撤去され、その後も数は戻りませんでした。

Public bins were taken out of stations and streets in the mid 1990s as a security measure following an attack on the Tokyo subway, and later terrorism concerns kept the policy in place. Cost and illegal dumping are also given as reasons.
1990年代の半ば、東京の地下鉄で起きた事件を受けた防犯上の措置として、駅や街のごみ箱が撤去され、その後も同じ懸念から戻されませんでした。費用や、家庭ごみの持ち込みも理由に挙げられます。

For something you bought in that shop, yes. Stores increasingly ask customers not to bring household rubbish, and some have moved the bins inside so staff can see them. Buying a drink and using the bin is fine.
その店で買ったものなら、かまいません。家庭のごみを持ち込まないよう求める店は増えており、店員から見える屋内へ移したところもあります。飲み物を買って、その容器を捨てるのは問題ありません。

By municipality, and the rules differ considerably. Typical categories are burnable, non-burnable, plastic containers, cans, bottles and PET bottles, each with its own collection day, and some areas require designated bags.
自治体ごとに決まっており、決まりはかなり違います。よくある区分は、燃えるごみ、燃えないごみ、プラスチック製の容器包装、缶、瓶、ペットボトルで、それぞれ収集の曜日が違います。指定の袋が必要な地域もあります。
