Textbook disputes come up whenever Japan's relations with its neighbors are discussed, so it helps to know how the system actually works. Textbooks are written and published by private companies. Each one is submitted to the education ministry, where examiners check it against official standards and may require changes before approval.
Approved books then go to local boards of education, which choose what their schools will use, so different prefectures use different books. Two things make this contentious. First, the screening stage means a government body can require a publisher to reword a passage, and a series of lawsuits from 1965 argued this amounted to censorship; the courts upheld the system while finding some individual decisions unlawful.
Second, in 1982 reporting that a wording about the war had been softened caused protests from China and South Korea, after which the standards gained a clause requiring consideration for relations with neighboring Asian countries. I would explain the mechanism rather than argue about any single sentence, because the sentences change with each edition.
教科書をめぐる問題は、近隣国との関係が話題になるたび出てきます。だから制度の仕組みを知っておくと役に立ちます。教科書は民間の会社が書き、出版します。それを文部科学省に提出し、調査官が基準に照らして調べ、合格の前に修正を求めることがあります。
合格した本は地域の教育委員会に渡り、どれを使うかはそこが選ぶので、県によって使う本が違います。争いになる理由は二つ。一つ、検定という段階があるため、国の機関が出版社に表現の書き換えを求めうること。1965年からの一連の裁判はこれを検閲だと主張し、裁判所は制度そのものは認めつつ、個々の処分の一部を違法としました。
二つ、1982年、戦争に関する語句が和らげられたという報道が中国と韓国の抗議を招き、その後、基準に「近隣のアジア諸国との関係に配慮する」という条項が加わりました。私は個々の一文を論じるより、仕組みを説明します。文章は版ごとに変わるからです。

Yes, though how much depends on the book, the teacher and how far the class gets by March. Modern history sits at the end of the year, and running out of time before reaching it is a common complaint from students themselves.

Because screening runs on a cycle and each round produces new wording to compare. Reports of a change in one sentence can become a diplomatic issue, as happened in 1982 and several times since.

教科書検定は、民間が著作・編集した図書を文部科学大臣が審査し、教科書として適切かを判断する制度である。教科用図書検定調査審議会と教科書調査官が実務を担う。昭和40年(1965年)に始まる家永教科書裁判では検定の合憲性が争われ、最高裁は制度自体は検閲にあたらないとしつつ、第三次訴訟では個別の検定意見の一部を違法と判断した。昭和57年(1982年)のいわゆる第一次教科書問題を受け、検定基準に「近隣のアジア諸国との間の近現代の歴史的事象の扱いに国際理解と国際協調の見地から必要な配慮がされていること」という条項が加えられた。
