Textbook disputes come up whenever Japan's relations with its neighbors are discussed, so it helps to know how the system actually works. Textbooks are written and published by private companies. Each one is submitted to the education ministry, where examiners check it against official standards and may require changes before approval.
Approved books then go to local boards of education, which choose what their schools will use, so different prefectures use different books. Two things make this contentious. First, the screening stage means a government body can require a publisher to reword a passage, and a series of lawsuits from 1965 argued this amounted to censorship; the courts upheld the system while finding some individual decisions unlawful.
Second, in 1982 reporting that a wording about the war had been softened caused protests from China and South Korea, after which the standards gained a clause requiring consideration for relations with neighboring Asian countries. I would explain the mechanism rather than argue about any single sentence, because the sentences change with each edition.
