Japanese textbooks are written by private publishers, screened by the ministry, and chosen locally.

Textbooks in Japan are not written by the state. Private publishers produce them, the education ministry screens them against official standards, and local boards of education choose which approved book their schools use. Because screening can require changes to wording about the war, the process draws attention from China and South Korea, and has been challenged in Japanese courts.

参As a short speechスピーチ・英作文

Textbook disputes come up whenever Japan's relations with its neighbors are discussed, so it helps to know how the system actually works. Textbooks are written and published by private companies. Each one is submitted to the education ministry, where examiners check it against official standards and may require changes before approval.

Approved books then go to local boards of education, which choose what their schools will use, so different areas use different books. Two things make this contentious. First, the screening stage means a government body can require a publisher to reword a passage, and a series of lawsuits from 1965 argued this amounted to censorship; the courts upheld the system while finding some individual decisions unlawful.

Second, in 1982 reports that screening had changed wording about the war, later found to be partly mistaken, led to protests from China and South Korea, and the standards gained a clause on relations with neighboring Asian countries. Some see screening as a check on accuracy and balance, while others see it as state influence over how history is taught.

教科書検定と歴史認識きょうかしょけんていとれきしにんしきkyokasho kentei to rekishi ninshikihow Japanese textbooks are approved, and why neighboring countries react

In one line

In 30 seconds

As a short speech

Questions people actually ask

QDoes the government write the textbooks?

ANo. Private publishers write and sell them, competing for adoption. The ministry sets standards and screens the manuscripts, and local boards choose among the approved books, so no single official version exists.

QDo Japanese students learn about the war?

AYes, though how much depends on the book, the teacher and the pace of the class. Modern history comes near the end of the course, so the time it gets can vary from school to school.

QWhy do the same arguments come back every few years?

ABecause screening runs on a cycle and each round produces new wording to compare. Reports of a change in one sentence can become a diplomatic issue, as happened in 1982 and several times since.

Background
