The main reason is structural: entrance exams historically tested reading, grammar and translation, so that is what was taught, and schools optimize for the test their students must pass.

A question visitors often ask is why Japanese people study English for so many years and still find it hard to speak. It is a fair question, and the answer is mostly structural rather than personal. English is compulsory from primary school through high school, so most people have eight to ten years of it.

But for most of that time, the thing that mattered was the entrance exam, and entrance exams tested reading comprehension, grammar and translation into Japanese. Speaking was not on the test, so it was not taught, and a teacher whose students must pass that exam is not being unreasonable in focusing on it.

There is also very little need to use English day to day, so nothing reinforces it. This is changing. Speaking and listening now carry more weight, primary school English became compulsory, and external tests with speaking components have been introduced. But a generation was taught to translate, and translating is a different skill from talking.

訪日の方によく聞かれるのが、日本人はなぜ何年も英語を学んで、それでも話すのが苦手なのか、という質問です。もっともな問いですし、答えの多くは個人ではなく構造にあります。英語は小学校から高校まで必修なので、たいていの人は8年から10年学びます。

Better than they can speak it, generally. Many adults can work through a written text with a dictionary but freeze in conversation, which is exactly what you would expect from what was tested.

It is fairer to say the system did not aim at speaking. Plenty of Japanese people speak excellent English, usually because they had a reason to use it rather than a better class.

話すことを目標にしてこなかった制度の問題だ、と言うほうが正確です。英語を上手に話す日本人はたくさんいますし、たいていは良い授業を受けたからではなく、使う理由があったからです。

Background (Japanese)

文部科学省の学習指導要領の改訂により、小学校では2011年に5・6年生で外国語活動が必修化され、2020年度から3・4年生の外国語活動と5・6年生の教科としての外国語が実施されている。高校では「聞く・読む・話す・書く」の4技能をバランスよく育てることが示され、話す活動の比重が高まった。大学入試では、話す技能を含む民間の英語検定の活用が検討されたが、2019年に共通テストへの一斉導入は見送られた。英語を使う必要度の低さも要因として指摘され、日本国内で日常的に英語を使う環境は限られている。
