The standard explanation

Hogen means regional dialect. Japanese differs from place to place in vocabulary, verb endings and pitch, sometimes enough that speakers from distant regions struggle with each other. Broadcasting and schooling spread a common standard based on Tokyo speech, so almost everyone can switch to it. Most people keep both, using dialect at home and the standard at work.

方言とは、地域ごとの日本語のことです。語彙も、動詞の語尾も、音の高低も土地によって違い、遠く離れた地域どうしでは聞き取りにくいこともあります。学校と放送によって東京の言葉をもとにした共通語が広まったため、ほとんどの人が切り替えられます。多くの人は両方を持ち、家では方言、仕事では共通語を使います。

Foreign learners study a standard Japanese based on educated Tokyo speech, and then discover that hardly anyone speaks only that. Regional varieties differ in vocabulary, in verb endings and in pitch accent. In Osaka the negative ending is hen rather than nai, and thank you is ookini.

In parts of Tohoku the vowels shift enough that television occasionally adds subtitles. The Ryukyuan varieties of Okinawa are different enough that many linguists count them as separate languages rather than dialects.

The standard spread through schools, radio and television after the Meiji period, and in some regions children were made to wear a tag as a punishment for speaking dialect at school. Attitudes have since reversed, and dialect now sells, in advertising, in manga characters and in tourism.

Yes. Everywhere in Japan people can speak and understand the standard, and they will usually move toward it when talking to a foreign visitor. You may still not follow their conversation with each other.

通じます。日本のどこでも共通語は通じますし、外国からの人に対しては共通語に寄せて話してくれます。ただ、その人たちどうしの会話は聞き取れないかもしれません。

QIs Kansai dialect really that different?

Different enough to notice at once: other negative forms, a different pitch pattern, and a stock of words with no standard equivalent. It carries a friendly, fast-talking image, partly because so many comedians come from the region.

すぐに気づく程度には違います。打ち消しの形も、高低の型も違い、共通語に置き換えにくい語もあります。人なつこく早口という印象があるのは、この地域出身の芸人が多いことも関係しています。

QIs dialect dying out?

The older forms are fading, especially among young people, but new mixed varieties keep appearing. Okinawa is a more serious case; the Ryukyuan languages have few young speakers and UNESCO lists them as endangered.

古い形は、特に若い世代で薄れています。ただ、新しく混ざった言い方も次々に生まれています。深刻なのは沖縄で、琉球の言葉は若い話し手が少なく、ユネスコは消滅の危機にある言語として挙げています。
