Japanese labor unions look different from unions in most other countries because of how they are organized. Instead of joining a union tied to your trade or industry, most Japanese union members belong to an enterprise union, formed inside a single company and open only to its regular employees; managers typically leave the union once promoted.
These company unions are federated into industry-wide groups, which is what allows the coordinated annual wage negotiations known as shunto to happen every spring. According to the labor ministry's own basic survey, the estimated unionization rate has fallen to about sixteen percent of employees, the lowest on record, and continues to drop each year.
The rate is far higher at large companies, over a third at firms with a thousand or more employees, and under one percent at the smallest ones. Because company unions depend on management's cooperation to function and because non-regular workers are rarely covered, critics argue the model represents workers less independently than unions elsewhere.
日本の労働組合は、組織のされ方が他の多くの国とは違います。自分の職種や業種に結びついた組合に入るのではなく、日本の組合員の多くは、一つの会社の中でつくられ、その会社の正社員だけが入れる企業別組合に所属しています。管理職に昇進すると組合を抜けるのがふつうです。

Rarely today, though strikes were common in the 1960s and 1970s. Enterprise unions tend to prefer negotiation over confrontation, partly because a strike hurts the same company the union members depend on for their jobs.
