If you see a group of Japanese primary school children, they will all be carrying the same thing: a randoseru, a boxy leather backpack with a rigid internal frame. What surprises people is that in most schools this is not actually a rule.

There is no law and usually no regulation; it is simply what everyone does, and a child with a different bag would stand out. They are expensive, often costing as much as a piece of furniture, and it is common for grandparents to buy one as a gift before the child starts school.

The reason for the price is the construction: it has to hold its shape and survive being dropped, sat on and rained on every day for six years, and many are guaranteed for exactly that period. Colors used to be black for boys and red for girls, and that has broken down substantially, with a wide range now sold and chosen by the child.

日本の小学生の集団を見ると、全員が同じものを背負っています。ランドセル、硬い芯の入った箱型の革の背負い鞄です。驚かれるのは、多くの学校でこれが規則ではないことです。

Usually not. Most schools do not require it, and a handful of municipalities have moved to lighter standard bags. It persists because it is what everyone does, not because it is enforced.

This is an active debate here. The bag itself plus textbooks can be a significant fraction of a young child's body weight, and the education ministry has issued guidance allowing children to leave some materials at school.

豆知識

「ランドセル」はオランダ語の ransel(背嚢)に由来する。軍用の背嚢が学用鞄に転用されたもので、1885年に学習院が導入したという説が広く知られる。革製の箱型の形が定着したのは明治後期とされる。色は長く黒と赤の二色が中心だったが、2001年にイオンが24色のランドセルを発売したことをきっかけに多色化が進んだ。近年は「ラン活」と呼ばれる、入学の1年以上前から購入を検討する動きが商戦化している。重量については、文部科学省が2018年に、教材を学校に置いて帰る「置き勉」を認めるよう各教育委員会へ通知を出した。
