If someone asks whether Japan still uses nuclear power after Fukushima, the answer is yes, but much less, and the story is worth telling in order. In March 2011 a magnitude nine earthquake and the tsunami that followed knocked out cooling at the Fukushima Daiichi plant, causing meltdowns and forcing the evacuation of well over a hundred thousand people.
At that point Japan had 54 commercial reactors. Every one of them was eventually shut down, and for two years in 2013 and 2014 the country ran with no nuclear power at all, importing gas and coal instead. A new regulator was created with stricter standards. Since then twenty-four reactors have been marked for decommissioning and around fifteen have restarted, all of them in western Japan.
Policy turned again after energy prices spiked in 2022: a 2023 law allows operation beyond sixty years in some circumstances. Public opinion has shifted somewhat toward restarts while remaining divided, and the areas near the plants are where the argument is sharpest.
福島のあとも日本は原発を使っているのかと聞かれたら、答えは「使っている、ただしずっと少なく」です。順を追って話す価値があります。2011年3月、マグニチュード9の地震とそれに続く津波が福島第一原子力発電所の冷却を奪い、炉心が溶け、十数万を超える人が避難を強いられました。
当時、日本には商業炉が54基ありました。そのすべてがやがて止まり、2013年から2014年にかけては、原子力なしで国を動かした期間もあります。代わりにガスと石炭を輸入しました。新しい規制機関が作られ、基準は厳しくなりました。以後、24基の廃炉が決まり、15基ほどが再稼働しています。
いずれも西日本です。2022年のエネルギー価格の高騰で政策はまた動き、2023年の法律では、一定の条件のもとで60年を超える運転ができるようになりました。世論は再稼働へ多少傾きつつも割れたままで、いちばん鋭く議論があるのは発電所の近くの地域です。

Divided, and the split is not simple. Support for restarts has risen with electricity prices, opposition remains strong where reactors sit, and nearly everyone agrees the waste question has no settled answer.

2011年3月の事故当時、国内の商業炉は54基あった。うち福島第一の6基を含む24基が廃炉となることが決まり、新しい規制基準のもとで再稼働したのは15基である(2026年2月時点)。原子力規制委員会は2012年に発足した。運転期間は「原則40年、最長60年」とされてきたが、令和5年(2023年)成立のGX脱炭素電源法により、審査や司法判断で停止していた期間を除いて数えることが可能となり、事実上60年を超える運転の道が開かれた。この法律は令和7年(2025年)6月に施行された。
