A Japanese business email starts with the recipient's company and name, then a set greeting, then your own name and company, before the subject is raised. It closes with a set phrase asking for continued goodwill. These lines carry almost no information and are not optional.

A Japanese business email has a fixed frame, and learning it takes about ten minutes and saves a great deal of friction. The order is: the recipient's company name, their department and name with the right honorific, then a greeting line that translates roughly as thank you for your continued support, which is used whether or not they have supported you and even on first contact in a modified form.
Then you name yourself and your company. Only then does the message begin. At the end comes a closing phrase asking for their continued favor, and then your signature block. The greeting lines carry essentially no information, and people educated in a direct writing culture want to delete them, which is the mistake.
They are not filler; they establish that you are addressing a relationship rather than firing off a request. Skipping them reads the way an English email that begins with no greeting and ends with no sign-off reads, only more so.
日本の仕事のメールには決まった枠があります。覚えるのに十分ほどしかかからず、そのぶん摩擦をずいぶん減らせます。順序はこうです。相手の会社名、部署と氏名に正しい敬称、そして挨拶の一行。
これは「いつもお世話になっております」という意味で、実際に世話になっているかどうかにかかわらず使い、初めての相手には形を変えて使います。次に自分の会社名と氏名を名乗ります。本題に入るのはそこからです。末尾には今後もよろしくという結びの一行を置き、そのあとに署名が続きます。
挨拶の行には実質的に情報がありません。直截に書く文化で教育を受けた人はこれを消したくなりますが、それが間違いです。これは埋め草ではなく、依頼を投げつけているのではなく関係に向けて書いているのだと示すものです。省くと、挨拶も結びもない英語のメールのように読まれ、しかもその度合いはもっと強くなります。

初めて連絡するときは、何と書けばいいですか。
Use the variant meaning this is the first time I am contacting you, then your company and name and where you got their address. The standard continued-support greeting is for people you already deal with, though using it early does no harm.
初めての相手には「初めてご連絡いたします」という形を使い、続けて自分の会社名と氏名、どこで連絡先を知ったかを書きます。「いつもお世話になっております」は既に取り引きのある相手向けですが、早い段階で使っても害はありません。

どれくらい改まった言い方が必要ですか。
Between companies, quite formal. Within a team, much less, and internal mail often drops most of the frame. The rule of thumb is to match whatever the other person sent you, which is reliable and requires no judgment.
会社と会社の間ではかなり改まります。同じ組織の中ではずっと崩れ、社内のメールは枠の大半を省きます。目安は、相手が送ってきた形に合わせることです。これは確実で、自分で判断する必要もありません。

社外あてでは相手の会社名に「御中」、個人に「様」を使い、社内では役職に「さん」を付ける形が一般的です。「お世話になっております」は実際の関係にかかわらず使われる定型で、日本語の挨拶が内容ではなく関係を確認する働きを持つことをよく示しています。返信の際に元の文面を残す「引用」の扱いや、宛先を複数にする場合の順序にも慣例があります。近年はチャットツールの普及により、社内ではこの枠が大きく省かれるようになりました。
