Japanese Sign Language has its own word order, its own grammar and a great deal of meaning carried by the face and the body, so it is not a hand version of spoken Japanese. A separate system that follows Japanese word order also exists and is used in different settings. Sign language is legally recognized as a language, and most prefectures now have an ordinance supporting it.
日本手話には独自の語順と文法があり、意味の多くを表情と体で担います。話し言葉の日本語を手に置き換えたものではありません。日本語の語順に沿う別の方式もあり、場面によって使い分けられています。手話は法律上、言語として位置づけられており、多くの都道府県に手話に関する条例があります。

A common assumption is that sign language is a code for spoken language, one gesture per word. It is not. Japanese Sign Language has its own grammar, with word order and structures that do not match spoken Japanese, and it uses the face and the upper body grammatically, so raised eyebrows or a shift of the shoulders can turn a statement into a question or mark who is speaking.
It also does not match American Sign Language, so deaf people from different countries do not automatically understand one another. Japan has a second system, signed Japanese, which follows spoken word order and is easier for hearing people to learn, and the two are used in different places, which is itself a subject of debate in the deaf community.
The history is not comfortable: after a period when schools discouraged signing in favor of lip reading and speech, signing was pushed to the margins. That has reversed. A 2011 law named sign language as a language, and prefectures began passing supporting ordinances from 2013.
手話は話し言葉を手に置き換えた符丁で、一語に一つの動作が対応している、と思われがちです。違います。日本手話には独自の文法があり、語順も構造も話し言葉の日本語とは一致しません。表情と上半身も文法として使い、眉を上げる、肩の向きを変えるといった動きが、文を疑問にしたり、誰の言葉かを示したりします。
アメリカ手話とも別なので、国の違うろう者どうしが自動的に通じ合うわけでもありません。日本にはもう一つ、日本語の語順に沿う日本語対応手話があります。聞こえる人には学びやすく、場面によって使い分けられていますが、その扱いはろう者のあいだで議論のあるところです。
歴史は快いものではありません。学校が読話と発話を重んじ、手話を控えさせた時期があり、手話は隅に追いやられました。今は流れが変わり、2011年の法律で手話が言語と明記され、2013年から各地で条例が作られています。

QIs sign language the same all over the world?
手話は世界共通ですか。
No. Each country has its own, and they are as different from each other as spoken languages. Japanese and American sign languages are unrelated, and a deaf Japanese person and a deaf American need an interpreter just as hearing people would.
共通ではありません。国ごとに別の手話があり、互いの違いは話し言葉どうしの違いと変わりません。日本手話とアメリカ手話に系統のつながりはなく、日本とアメリカのろう者が話すには、聞こえる人と同じように通訳が要ります。
QWhere will I see it used?
どこで使われているのを見られますか。
There is a daily news program in sign language on public television, interpreters appear beside officials at press conferences, and many city offices and hospitals can arrange one. Some theaters and museums run interpreted tours.
公共放送には手話のニュース番組があり、記者会見では通訳者が並びます。市役所や病院でも手配できるところが多くあります。劇場や博物館で、手話通訳つきの回を設けているところもあります。

少し覚えたほうがよいですか。
A few signs are welcome, the way a few words of any language are. Local governments and deaf associations run beginner courses, and fingerspelling for the Japanese syllabary is a practical place to start.
いくつか覚えておくと喜ばれます。どの言語でも同じです。自治体やろう者の団体が入門講座を開いており、五十音の指文字から始めるのが実用的です。
誤解されやすい

日本手話は、語順も構造も日本語とは異なる独立した言語で、眉や口の形、体の向きが文法として働きます。日本語の語順に沿う日本語対応手話は別の体系で、使い分けについては議論があります。日本で最初のろう学校は1878年の京都盲唖院とされます。その後、読話と発話を重んじる教育のなかで手話が抑えられた時期が長く続きました。2011年の改正障害者基本法で、言語には手話を含むと明記され、2013年の鳥取県を皮切りに手話言語条例が各地に広がっています。
