Shogakukin is one of the most misleading translations in everyday Japanese. The word is rendered as scholarship, and that is how Japanese students say it in English, but the great majority of what the word covers is a loan. The main provider is a public organization, and its two principal programs are an interest-free loan and an interest-bearing loan, both repaid monthly over fifteen to twenty years after graduation.
Roughly half of Japanese university students take one, which means a large share of people start working life with a debt of a few million yen. Genuine grants — money you keep — do exist, and a national program of tuition support and grants for lower-income households was introduced in 2020 and expanded since, but it is means-tested and covers a minority.
The practical point for anyone speaking English about this is to say student loan rather than scholarship, because a listener abroad hears scholarship and assumes an award for merit that is never repaid, which is the opposite of what most Japanese students have.
