Two words describe snow in Japan in ways English does not separate so neatly. Hatsuyuki is the first snowfall of the season, and Japanese weather reports announce it city by city, because even in Tokyo, where snow is rare and disruptive, the first flakes are treated as newsworthy. Nezuki is a completely different idea: it means snow that has settled and will not fully melt again until spring arrives, and it only occurs where winter is cold and snowy enough to sustain it, mainly Hokkaido, the Sea of Japan coast of Tohoku, and inland Hokuriku.
A single storm can produce hatsuyuki almost anywhere in the country without producing any nezuki at all, since a light snowfall in Tokyo or Osaka usually melts within a day. Meteorological agencies record the calendar date each begins every year, because a late hatsuyuki or an early start to nezuki both carry information about how severe or mild that year's winter will be, which matters for agriculture, road maintenance and ski resorts alike.
