Every car registered in Japan must pass a government-mandated inspection called shaken, first three years after a new car is bought, then every two years after that. Mechanics check brakes, exhaust emissions and structural safety, and without a current shaken sticker a car cannot legally be driven on public roads. The cost, often several hundred dollars once repairs are included, is one reason older cars in Japan tend to be replaced rather than kept running indefinitely.

Shaken is one reason Japanese cars are, on average, newer and better maintained than in many countries. Under the Road Vehicles Act, a new private car gets its first inspection three years after registration, and every two years after that for as long as it's on the road.

The inspection is thorough: brakes, steering, exhaust emissions, rust on the frame, even whether the headlights are aimed correctly. It's usually done through a dealer, a specialist shop, or a do-it-yourself lane at a testing station, and on top of the mechanical check there's a weight tax and mandatory insurance to renew.

A shaken renewal on an aging car easily runs into several hundred dollars once repairs are included, which is exactly why many owners simply trade the car in rather than pay for it again. For a foreign resident buying a used car, checking how much shaken time is left on it matters almost as much as checking the mileage.

車検は、日本の車が平均して新しく、整備が行き届いている理由の一つです。道路運送車両法により、新車の乗用車は登録から3年後に最初の検査を受け、その後は乗り続ける限り2年ごとに受けなければなりません。

The base fees are fixed, but older cars often fail more inspection points and need repairs to pass, and the weight tax included in the bill can also be higher for older vehicles.

QDo I have to leave the car at the shop?

Usually yes, for a day or more if a dealer or shop handles it, though a same-day inspection is possible at a testing station if you bring the car yourself and know what you're doing.
