There is no legal requirement to hold a ceremony, a religious rite or even a party to be married in Japan; a couple is legally married the moment their kon'in todoke is accepted at a city or ward office. The one-page form needs signatures from two witnesses aged eighteen or over, and one spouse's family name usually becomes the shared legal surname. Many couples deliberately choose a date with a nice number or meaning, like February 22nd, to file on.

It surprises a lot of visitors that a Japanese wedding and a Japanese marriage are, legally speaking, two unrelated things. The ceremony, whether Shinto-style, a chapel wedding, or nothing at all, has no legal effect by itself. What actually creates a marriage is a one-page form called the kon'in todoke, filed at the city or ward office of either spouse's registered address or current residence.

It needs both partners' signatures, the signatures of two witnesses who are eighteen or older, and, until recently, a choice of one shared legal surname, since Japanese law has required married couples to share a single family name.

Offices accept the form around the clock, which is why couples often line up on symbolically pleasing dates — Valentine's Day, or February 22nd for its pun on "good couple" in Japanese. There is no waiting period and no blood test required, and the marriage is registered the same day, well before, after, or entirely without any wedding at all.

多くの訪日客が驚くのは、日本の結婚式と法律上の結婚がまったく別のものだという点です。神前式であれ、チャペルでの式であれ、式を挙げなくても、それ自体には法律上の効力はありません。

No. The two witnesses just need to sign the form in advance; they do not have to accompany the couple to the office or be present when it is filed.

QWhy do so many couples pick a specific date?

Since the marriage's legal date is simply the day the form is accepted, couples treat the filing date as their real anniversary and often choose one with a pleasing number, a pun, or a personal meaning, since offices process it the same day regardless.

婚姻の法律上の成立日は、書類が受理された日そのものなので、カップルはこの提出日を実際の記念日として扱い、語呂のよい数字や、自分たちにとって意味のある日を選ぶことがよくあります。役所はどの日でも同じように即日処理するためです。

婚姻届は、本籍地または所在地の市区町村役場に提出する一枚の書類で、十八歳以上の証人二人の署名が必要となる。役所は休日夜間でも書類を受け付けており、受理された日がそのまま法律上の婚姻成立日になる。この即日性のため、語呂やめでたさから二月二十二日(にいにい)やバレンタインデーなど特定の日を選んで提出するカップルが多い。結婚式は法的な効力を持たないため、式を挙げる前に届を出す夫婦、式のあとに出す夫婦、式そのものを挙げない夫婦がいずれも法律上は同じ扱いになる。
