Under furusato nozei you donate to any local government in Japan, and all but two thousand yen comes off your income and residence tax, up to a limit set by your income. Towns send thank-you gifts, usually local food, which is capped at thirty percent of the donation. In the 2024 fiscal year donations totaled about 1.27 trillion yen.

Furusato nozei translates as hometown tax payment, but it is not a tax and it does not have to be your hometown. You donate to any local government you like, and all but two thousand yen of it is deducted from the income and residence tax you would otherwise pay where you live, up to a ceiling based on your income.
In return the town sends you a gift, usually food: crab, beef, rice, fruit. The gift is capped at thirty percent of what you gave. The original purpose was to send money from big cities back to rural areas losing population, and in that sense it works: in the 2024 fiscal year donations passed 1.27 trillion yen.
The criticism is just as real. Towns compete on the quality of gifts rather than on what they do with the money, a large share goes to the gifts and the middleman websites, and cities like the wards of Tokyo lose substantial revenue.
ふるさと納税は、字を見れば「ふるさとへの納税」ですが、税ではありませんし、ふるさとである必要もありません。好きな自治体に寄付すると、2千円を除いた額が、本来住んでいる場所に納める所得税と住民税から差し引かれます。

その意味では働いています。2024年度の寄付は1兆2728億円を超えました。批判も同じだけ本物です。自治体はお金の使い道ではなく返礼品の質で競い、寄付のかなりの部分が返礼品と仲介するサイトへ流れ、東京の区などは相当の税収を失っています。

Legally a donation. The name is misleading. What makes it feel like a tax is that almost the whole amount comes back off your tax bill, so the money moves from one government to another and costs you two thousand yen.
法律の上では寄付です。名前が紛らわしいのです。納税のように感じるのは、ほぼ全額が税から差し引かれるからで、実際にはお金が自治体から自治体へ動き、あなたの負担は2千円です。
QCan foreign residents use it?
外国籍の住民も使えますか。
Yes, if you pay Japanese income and residence tax. The deduction works the same way. The paperwork is in Japanese, but the simplified procedure needs only a form and a copy of your ID.
日本の所得税と住民税を納めているなら使えます。控除の仕組みは同じです。書類は日本語ですが、簡易な手続きなら用紙と本人確認書類の写しで済みます。
QWhat happens to towns that don't send gifts?
返礼品を出さない自治体はどうなるのですか。
They receive far less, which is the core criticism. After a disaster, though, donations to the affected area with no gift attached rise sharply, which is the system working the way it was meant to.
受け取る額はずっと少なくなります。そこがこの制度への批判の中心です。ただ災害のあとには、返礼品なしで被災地への寄付が大きく伸びます。それは本来の趣旨どおりの動きです。
誤解されやすい
MYTHFurusato nozei means you pay extra tax to support a rural town.
ふるさと納税は、地方を支えるために税を上乗せして払う仕組みだ、と思われがちです。
FACTYou pay the same total. All but two thousand yen is deducted from the tax you owe where you live, so the money is moved rather than added, and you receive a gift on top.
払う総額は変わりません。2千円を除いた額が、住んでいる自治体に納めるはずだった税から差し引かれます。増えるのではなく移るだけで、そのうえ返礼品が届きます。

ふるさと納税は平成20年度(2008年度)に始まった。返礼品の競争が過熱したため、2019年に返礼品は寄付額の3割以下、地場産品に限るという基準が法定化され、基準を満たさない自治体は制度から除外されるようになった。2024年度の寄付総額はおよそ1兆2728億円、利用者は約1080万人で、いずれも過去最多だった。寄付額のうち返礼品や事務の費用に充てられた割合は全体の46パーセントとされる。災害時には返礼品を辞退した寄付が集まりやすく、被災自治体の代わりに別の自治体が手続きを担う「代理受付」も行われている。
