Sontaku originally meant simply guessing what another person feels. Since 2017 it has been used mostly in a negative sense: a subordinate reads what a superior would want and acts on it, so the superior never gives an order and never bears responsibility. It became the word of the year in 2017 during a political scandal.

Sontaku is a word worth knowing because it describes something that happens in every organization but that Japanese has a single word for. It means guessing what someone above you wants and doing it, without being asked.
The word is old and was neutral for centuries: it appears in classical Chinese texts and simply meant reading another person's mind. Then in 2017 it exploded into daily use during a scandal over a discounted land sale, where officials appeared to have favored someone connected to the prime minister without any instruction being given.
It became the buzzword of the year. Now it usually carries a sting, because the point is that nobody ordered anything, so nobody can be held responsible. When I explain it in English I usually say it is anticipatory obedience.
忖度は知っておく価値のある言葉です。どの組織でも起きることなのに、日本語にはそれを指す一語があるからです。意味は、上の人が望んでいそうなことを、言われないうちに察して行うこと。言葉自体は古く、何世紀ものあいだ中立でした。
中国の古典に出てきて、相手の心を推し量る、というだけの意味です。それが2017年、土地の値引き売却をめぐる問題の中で一気に広まりました。総理に近いとされる相手に、指示もないのに役所が便宜を図ったように見えた件です。
その年の流行語大賞になりました。いまはたいてい棘のある語です。誰も命じていないのだから、誰も責任を問われない、という点が肝だからです。英語で説明するときは anticipatory obedience と言うことが多いです。

忖度は良いことですか、悪いことですか。
In current usage, almost always bad. It implies someone bent a rule to please power without being told to. The older, neutral sense of simply reading another's feelings still exists but you will rarely hear it.
いまの使われ方では、ほぼ悪い意味です。言われてもいないのに、力のある側に気に入られようとして筋を曲げた、という含みがあります。相手の気持ちを察するという古い中立の意味も残ってはいますが、めったに聞きません。

空気を読むこととはどう違うのですか。
Reading the air is about the mood of a group, and it is usually praised. Sontaku is about one person with power, and it usually means someone gained something unfairly.
空気を読むのは場全体の雰囲気についてで、ふつうは褒め言葉です。忖度は力のある一人についてで、たいてい誰かが不当に得をしたことを指します。
QDo Japanese people see it as a Japanese problem?
日本人はこれを日本特有の問題だと思っているのですか。
Many talk about it that way, but the behavior is universal in hierarchies. What may be unusual is having one short word for it, which makes the phenomenon easy to name and criticize.
そう語る人は多いのですが、上下関係のある所ならどこでも起きることです。珍しいのは、それを指す短い一語があることで、そのおかげで現象を名指しして批判しやすくなっています。

忖度の「忖」も「度」も、はかるという意味を持つ。出典は中国の『詩経』の「他人有心 予忖度之」とされ、日本でも平安時代の漢詩集に用例がある。明治以降は文学作品にも現れ、夏目漱石や与謝野晶子が使っている。2017年、学校法人への国有地売却をめぐる問題の報道で繰り返し使われ、同年の新語・流行語大賞の年間大賞に「インスタ映え」とともに選ばれた。このときから、権力者におもねる意味合いが定着した。
