Almost every school sport and martial art in Japan, from judo to baseball to track, is organized around a tournament ladder: a local or city-level competition first, then a prefectural tournament, sometimes a regional block tournament, and finally a national tournament. Getting eliminated at the prefectural stage, called kentaikai, is treated as a respectable result, not a failure, since each prefecture can send only a small number of teams or individuals upward. The ladder is run by sport-specific federations for junior high and high school students rather than by the government, which is why the format differs slightly from sport to sport.

One thing that surprises people about Japanese school sports is how many stages a team has to clear before reaching a national tournament. It usually starts with a small local or city-level competition, moves up to a prefectural tournament, and in some sports adds a regional block stage before the national tournament at the very top. Advancing past the prefectural round is already something to be proud of, since only a handful of schools from an entire prefecture typically make it through.
These ladders are usually organized by sport-specific school athletic federations for junior high and high school, rather than by the government, which is why baseball's famous path to Koshien looks slightly different from the ladder in judo or track and field. What I find interesting is how much weight a mere prefectural appearance carries socially, even though it sits several rounds below the national stage that gets all the media attention.
