まず英文だけで意味を考えてから、和訳と解説で確かめましょう。

   Today, we received a variety of proposals from the governors and mayors who joined us.

   訳本日は、参加してくださった知事や市長の皆さんから、さまざまな提案をいただきました。

   解説governor は日本の記事では「知事」、mayor は「市長」です。prefectural governor のように prefectural をつけると「県知事」とはっきりします。a variety of ～ は「さまざまな〜」で、後ろの名詞は複数形になります。

   I would like to express my sincere appreciation for your presentations on highly ambitious Regional Industrial Cluster Plans and Local Industry Growth Plans that leverage the distinctive characteristics of each region, ranging from space industry clusters to agriculture and tourism clusters.

   訳宇宙産業のクラスターから農業や観光のクラスターまで、それぞれの地域ならではの特色を生かした、とても意欲的な地域産業クラスター計画と地域産業成長計画を発表していただいたことに、心から感謝申し上げます。

   解説leverage は「（強みなどを）生かす、てこにする」で、ビジネスや政策の英語で頻出の動詞です。cluster は「集まり、群れ」で、ここでは関連する企業や人材が地域に集まった「産業の集積」のこと。ranging from A to B は「AからBまで幅広く」です。

   We will fully embrace the tremendous “passion” and “spirit of challenge” demonstrated by local governments in their efforts to “completely transform their regions and transform regional areas,” and we will do everything in our power to support them.

   訳自治体の皆さんが「地域を一変させ、地方を変える」ために示している大きな「情熱」と「挑戦する心」をしっかり受け止め、全力で支えてまいります。

   解説local governments は「地方自治体」で、日本の都道府県や市町村をまとめて指すときの言い方です。do everything in one's power は「できることは何でもする、全力を尽くす」。embrace は「抱きしめる」から「（考えや思いを）受け入れる」の意味で使われています。

   I understand that local governments throughout Japan are currently working to formulate these plans.

   訳現在、全国の自治体がこうした計画づくりに取り組んでいると承知しています。

   解説formulate は「（計画や方針を）練り上げる、策定する」で、make より改まった語です。I understand that ～ は「〜と承知している」で、首相や閣僚の発言でよく使われる丁寧な言い方です。throughout Japan は「日本全国で」。
