まず英文だけで意味を考えてから、和訳と解説で確かめましょう。

   Fifteen years and six months have passed since the Great East Japan Earthquake and the accident at the Fukushima Daiichi Nuclear Power Station.

   訳東日本大震災と福島第一原子力発電所の事故から、15年6か月がたちました。

   解説have passed since ～ は「〜から（時が）たった」。現在完了形で、今の時点から振り返る言い方です。東日本大震災は英語で the Great East Japan Earthquake と呼びます。Fifteen years and six months のように、文の頭の数字は算用数字ではなく単語でつづるのが、英文のふつうの書き方です。

   The full-scale reconstruction and revitalization of Fukushima and the reconstruction of Tohoku are top priorities for the Government.

   訳福島の本格的な復興・再生と、東北の復興は、政府の最重要課題です。

   解説reconstruction は「再建、復興」、revitalization は「再活性化、再生」です。full-scale は「本格的な、全面的な」。top priorities は「最優先の課題」で、政府の発言では a top priority for the Government の形がよく使われます。

   Thanks to the tireless efforts of the people in the affected areas, reconstruction has been making steady progress. At the same time, the situation varies from area to area.

   訳被災地の皆さんのたゆまぬ努力のおかげで、復興は着実に進んでいます。一方で、状況は地域によって異なります。

   解説the affected areas は「被災地」。災害のニュースで頻出の言い方です。make steady progress は「着実に進む」。vary from area to area は「地域ごとに違う」で、vary from person to person（人によって違う）のように応用できます。

   Taking into account the circumstances of each area, we will further advance efforts to enable evacuees to return, improve the living environment, and restore and bolster industries and regenerate livelihoods.

   訳それぞれの地域の事情を踏まえ、避難している方々が帰還できるようにする取り組み、生活環境の改善、産業の回復と強化、なりわいの再生を、さらに進めてまいります。

   解説evacuee は「避難者」で、evacuate（避難する）に「〜される人」の -ee がついた形です。bolster は「強化する、てこ入れする」、livelihoods は「暮らしを立てる手段、なりわい」。take into account ～ は「〜を考慮する」で、ここでは目的語が長いため後ろに置かれています。

   With regard to the earthquake- and tsunami-stricken areas, while the development of physical infrastructure and other such measures has been largely completed, issues such as psychological care require medium- to long-term responses.

   訳地震・津波の被災地については、インフラの整備などはおおむね完了した一方で、心のケアなどの課題には、中長期的な対応が必要です。

   解説earthquake- and tsunami-stricken は、earthquake-stricken と tsunami-stricken の共通部分をハイフンで省いた書き方です。-stricken は「〜に見舞われた」。medium- to long-term も同じ省略で「中長期的な」。psychological care は「心のケア」です。
