Furikae kyujitsu means "substitute holiday." When one of Japan's national holidays falls on a Sunday, the next weekday that isn't already a holiday becomes a day off. The rule started in 1973. There's no substitute day when a holiday falls on a Saturday, so people who work Monday to Friday don't get anything extra.

Furikae kyujitsu means "substitute holiday," and it's a small rule that shapes the Japanese calendar. Japan has sixteen national holidays. When one of them falls on a Sunday, the next weekday that isn't already a holiday becomes a day off instead. This rule was added to the holiday law in 1973.
Most of the time, the substitute holiday is the following Monday, which creates a three-day weekend. But it can move further. For example, in 2026, May 3rd, a national holiday, fell on a Sunday. Since May 4th and 5th were already holidays, the substitute holiday became Wednesday, May 6th.
There's also a related rule: a single weekday sandwiched between two holidays becomes a day off too. On the other hand, when a holiday falls on a Saturday, nothing moves, so people who usually have Saturdays off simply lose it. Many people check the new calendar early in the year to see how long Golden Week and other breaks will be.
Are banks and city offices closed on a substitute holiday?
Yes. A substitute holiday is a legal day off, so banks, city offices and most schools are closed, just like on the holiday itself. Many shops, restaurants and tourist spots stay open, though.
What happens if a holiday falls on a Saturday?
Nothing moves. There's no substitute holiday for Saturdays, so people who work Monday to Friday don't get an extra day off. Some companies give their own day off instead, but that depends on the company.
