A few Japanese gestures cause genuine confusion, and they are worth knowing. First, beckoning. In Japan you call someone over with your palm facing down, fingers waving toward yourself. To a Western visitor that looks exactly like waving goodbye, and the Western version, palm up with a curling finger, is considered rude here and is how you would call an animal.
Second, pointing at yourself. Japanese people touch the tip of their nose with one finger to mean me, where English speakers point at their own chest. Third, refusal. Crossing your forearms in front of you to make an X means no, not allowed, and you will see staff do it.
A hand held vertically and waved in front of the face also means no or I don't know. And a general rule: pointing at a person with one finger is avoided. An open palm, fingers together, is used to indicate a person or a direction, which is why staff gesture that way.
日本の身ぶりのいくつかは本当に誤解を招くので、知っておく価値があります。まず手招き。日本では手のひらを下に向け、指を自分のほうへ動かして人を呼びます。欧米の方にはそれが別れの手振りにしか見えません。そして欧米式の、手のひらを上にして指を曲げる呼び方は、日本では無作法とされ、動物を呼ぶときの形です。

手を立てて顔の前で振るのも「いいえ」や「分かりません」です。そして全般的な決まりとして、人を一本の指で指すことは避けます。人や方向を示すときは、指をそろえて手のひらを開いて示します。だから案内係はあの形をするのです。

Because the palm faces down. The motion is toward the body, but from a distance and at speed it reads as the Western farewell wave. It is the single most confusing gesture for visitors.

Pointing at a person with one finger is avoided. Pointing at objects, signs and menus is completely normal and useful. The open-palm gesture is what staff use for people and directions.

No, or not permitted. Staff use it at a distance when speech would not carry. The opposite, arms raised into a circle over the head, means yes or correct.
