国連安全保障理事会で、任期2年で選ばれる10か国のこと。国連総会の選挙で毎年5か国ずつ入れかわり、地域ごとに枠が決まっている。決議の採決には加わるが、常任理事国5か国がもつ拒否権はない。ニュースでは、選挙で当選した国や、安保理の改革をめぐる議論とあわせて報じられる。
