Tourism is one of the biggest industries in the world. Traveling lets people see beautiful places, taste new food, and learn about other cultures. For the places they visit, tourists bring money and jobs. Hotels, restaurants, shops, and transportation companies all depend on visitors.
In recent years, Japan has become one of the most popular destinations in the world. In 2025, more than 42 million foreign tourists visited Japan, a new record. A weak yen made trips to Japan cheaper for visitors from abroad, and Japanese food, anime, history, and nature attract people from many countries. The government hopes to welcome even more visitors in the future, and tourism has become an important part of the economy, especially in rural areas.
However, too many tourists can cause problems. This is called overtourism. When huge numbers of visitors crowd into the same places at the same time, the lives of local residents and the environment can be damaged.
Kyoto is a well-known example. City buses have often been so crowded with tourists and their suitcases that local people could not get on. Some residents have complained about visitors entering private streets, taking photos of people without permission, or leaving trash behind. In the Gion area, signs have been put up asking tourists not to enter private alleys.
Similar problems have happened at Mount Fuji. On the popular climbing trails, the paths became dangerously crowded, and some climbers tried to reach the top overnight without enough rest or proper equipment. In 2024, Yamanashi Prefecture started charging climbers a fee and limiting the number of people on its trail each day. In a nearby town, a large screen was set up to block a famous view of Mount Fuji, because crowds of tourists taking photos were causing traffic danger and trouble for local businesses.
Overtourism is not only a Japanese problem. In Venice, Italy, the city began charging day visitors an entrance fee on busy days. In Barcelona, Spain, and other European cities, residents have held protests, saying that tourism has made housing too expensive. Some famous natural places, such as beaches and islands, have been closed for a period to let nature recover.
Overtourism affects Japanese travelers, too. When hotels in popular cities are full, prices rise, and some Japanese people find it hard to book a room for a business trip or a school trip. On the other hand, in many rural areas the problem is not too many tourists but too few. Some towns that are losing population hope that tourism will bring new life. Old farmhouses have been turned into guesthouses, and local festivals and food have attracted visitors from abroad.
Why does overtourism happen? One reason is that travel has become cheaper and easier, thanks to low-cost airlines and online booking. Another reason is social media. When a photo of a beautiful spot goes viral, thousands of people may suddenly want to take the same picture in the same place.
Many solutions have been tried. One is to spread tourists out, both in place and in time. Governments and tourism groups introduce less famous areas and encourage people to visit in the early morning or in the off-season. Another is to charge fees or taxes, such as hotel taxes, and use the money to clean streets, build facilities, or protect nature. Kyoto, for example, raised its hotel tax sharply in 2026. Some places have also introduced reservation systems to limit the number of visitors.
Some people also suggest different prices for tourists and residents, such as cheaper bus fares for local people. Supporters say that this is fair, because residents pay taxes and use the services every day. Critics worry that it may make visitors feel unwelcome or unfairly treated.
The Japanese government has also started to act. It has supported local areas in adding more buses, introducing reservation systems, and putting up signs about manners in several languages. In July 2026, it also raised the departure tax that most international travelers pay when leaving Japan from 1,000 yen to 3,000 yen, partly to pay for measures against overtourism.
Tourists themselves can help, too. They can learn about local manners before visiting, respect private property, avoid making noise, and take their trash home. Staying longer in one area and spending money at small local businesses can spread the benefits of tourism more widely.
The challenge is to find a balance. Tourism brings money and cultural exchange, which many regions need. But if residents become unhappy and the environment is damaged, the places that attract tourists may lose the very charm that made them special. The idea of sustainable tourism aims to protect local life and nature while still welcoming visitors.
What do you think? Some people say that Japan should welcome as many tourists as possible, because tourism helps the economy and cultural exchange. Others say that the number of tourists should be limited, because overtourism makes life difficult for local people and damages the environment.
